Scott Pelham & Central Oregon Collective On-Air Interview celebrates a charitable leader, his team and the important work of key nonprofit organization in Central Oregon.
Established in 1983, Central Oregon Collective is a 501c3, nonprofit organization dedicated to enriching the lives of individuals with developmental/intellectual and/or physical disabilities. They also serve other members of the community who experience barriers to full participation to community life, with a focus on support, quality of life, and community inclusion. Central Oregon Collective (formerly RAP) has six residential homes in beautiful Bend, Oregon. and offers outstanding in-home support, and community inclusion services.
Client Residences:
Central Oregon Collective is proud of our 41 year legacy of providing a safe, supportive and inclusive living environments for our clients to thrive. We offer 24-hour residential care for individuals with different abilities in one of our six lovely homes located throughout Bend, OR. These homes provide our clients a relaxed and accommodating setting while working, living and enjoying life! Each resident has 24-hour support yet are allowed the opportunity to be as independent as possible.
Central Oregon Collective operates a growing fleet of a dozen vehicles, many ADA accessible with wheelchair lifts and the capacity to safely transport a large number of clients. We have several minivans with lifts to better support our clients, along with a 15 passenger bus to accommodate weekend activities and excursions!
Supported Living:
As part of our many program services, Central Oregon Collective offers apartment living to our clients who are able to live independently of 24 hour supervised care, a lovely option to do just that within our Supportive Living Services (SLP). This apartment residence offers room for approximately 20 individuals to have a place to call “home”. Although there are visiting support services available, including assistance in areas such as employment, social activities and relationship building, this community of individuals are able to experience inclusion on a daily basis, and show our community that we are all more alike than different!
Community Inclusion:
Whether it be doing an arts and crafts projects at our Community Center, or going to the coast…allowing our clients to feel the importance of being an intricate part of the community and enjoy life is a top priority! Summer is a busy time in our CIP program, we like to get out and enjoy the warm sunshine by going to local lakes, rivers, the safari in Winston, OR, the COCC track, and many other outdoor excursions. We’re excited to continue to grow this invaluable program and try new things for the betterment of all clients quality of life!

Scott has worked in the human services and developmental disabilities fields since 1982 when he graduated from Northwest Nazarene University. He pursued his Masters in Rehabilitation Administration from the McLaren School of Business at the University of San Francisco. Scott has worked in various leadership capacities in both the for-profit and not-for-profit sectors, as well as within government at the State and National levels.
Scott came to the Central Oregon Collective in 2011, asked by the Board and Deschutes County to bring the organization into excellence and to renew a vital community mission. Scott’s passion for self-determination and full community inclusion led to the Board’s adopting a broader community mission that unites people with various labels and impediments to belonging in community with others. Scott’s expertise and knowledge of the legislative and regulatory pieces of providing care to adults with different abilities is head and shoulders above the rest, all while ensuring the intricate needs and care to better integrate each client on a personal level, remains a priority. The contacts and relationships he brings to the table from three decades of working in this critical field, is truly invaluable.
Scott is married to Kellie and shares five adult children and three grandchildren (more to come!). He has climbed and played soccer throughout the U.S. for four decades and has had a particular passion for Central Oregon since 1977.
